That camera is now being sold by Digi.com as the 'WATCHPORT' camera - which historically was another name for it. It has also been called 'Vicam' by Vista Imaging. See: I don't know if digi.com has drivers for windows Vista or not. I have succesfully run it on Windows XP.
There are several driver files for that camera - though I don't think I have seen a win VISTA driver out there yet.

3Com HomeConnect Win 7 Installation 3Com HomeConnect USB Camera Installation for Windows 7-32 bit Last update: 24-Mar-2015: This 1998-vintage USB 1.0 Camera, now long unsupported by the manufacturer, can in fact be installed successfully under Windows 7-32 (and Vista and XP) using the download available on this site. The modified driver is provided as a public service only. Windows 7-64 and all Windows 8 versions installation of the 32 bit driver is not possible, and a 64-bit driver will never be developed. Delete all the oem.inf.pnf files located by your search. DO NOT DELETE ANY OTHER.INF OR.PNF FILES or your system will probably not reboot correctly.
